Türkiye’miz, 1919’da kurulan Uluslararası Çalışma Örgütü ILO‘ya
1932’de üye olmuştu.

Büyük ATATÜRK döneminde..

1936’da da, 151 sayılı Amele Kanunu‘nu saymazsak ilk İş Yasası’na sahip olmuştuk.

BM’nin İş-İşçi Sağlığı ve Güvenliği, çalışma yaşamı alanlarında bir uzman kuruluşu olan ILO (BM sisteminin bir tür Çalışma Bakanlığı gibi),
her yıl 28 Nisan Dünya İş Sağlığı Günü‘nde bir tema belirleyerek
yıl içinde ele alınmasını sağlıyor..

Bu yılın tematik alanı, 28 Nisan 2015’e dek İŞYERİ KİMYASALLARI..

Gerçekten de önemli bir sorun alanı.
Yaklaşık 80 bin kimyasal, çalışma yaşamında kullanımda.
Her yıl çok sayıda yeni kimyasal da kullanıma giriyor.
Üstelik önemli ölçüde güvenlik testleri yapıl(a)madan;
tam toksikolojik profilleri aydınlatıl(a)madan..

Karsinogenetik, mutajenik, genotoksik, fetotoksik, teratojenik, fertilite (doğurganlık) engelleyici.. potansiyelleri bütünüyle aydınlatılamadan..

Dolayısıyla bu kimyasalları açıkçası deneme – yanılma yöntemiyle tanıyarak öğreniyoruz. Bedeli de elbette öncelikle çalışanlar – emekçiler ödemekte.

Dünya Sağlık Örgütü – DSÖ’ye (WHO) bağlı Fransa – Lyon’daki IARC (International Agency for Research on Cancer) laboratuvarları ve IPCS (International Program on Chemical Safety) olanakları da yeterli değil.. Dünyanın bu bağlamda ek kurumsal kapasite yaratma gereksinimi var..

Söz konusu kimyasalların prospektüslerindeki ya da Malzeme Güvenlik
Bilgi Formlarındaki (MSDS – Material Data Safety Sheet) bilgiler çok eksik.

Bu sorun önümüzde ciddi bir meydan okuma (Challenge) olarak duruyor.
Dileriz gelecek 28 Nisan’a dek (2015) anlamlı çözümler sağlansın..

İş kazalarına – iş cinayetlerine kurban gidenlerin acıları yüreğimizi yakıyor.

Meslek hastalığı – iş kazası – işle ilgili hastalıklar nedeniyle engelli kalanların
acıları da yüreğimizde.. Sayılar hala çoook kabarık..

Türkiye, ölümlü (fatal) iş kazalarında Hindistan ve Rusya’nın ardından Dünyada 3.
ve de Avrupa’da 1. sırada..

Kayıtlara girebildiği kadarıyla

– Her yıl 70 bin dolayında iş kazası oluşuyor.
– Her ay 6 bin iş kazası
– Her gün 200 iş kazası
– Her saat 8 iş kazası…
– Her gün 3 ya a 4 iş cinayeti…
– Her gün 6 dolayında emekçinin işgöremez duruma gelmesi..
– Her yıl 25 milyon dolayında iş günü yitiği..

Meslek hastalıklarının ise kökünü kazıdık neredeyse.. (!)
Yılda birkaç yüzü geçmiyor kayda girebilen..
Oysa her yıl onbinlerce yeni meslek hastalığı tanısı beklenir 16+ milyon işçide..
(Artı öbür çalışanlarda..)

Ve de toplam ulusal gelirin %4 – 6.5’i arasında maddi yitik! (ILO uzmanı Takala, 2005).
TSK’ya ayrılan yıllık % 2.3 payın 2 katından çoğu bu alanda etkin önlem almama (proaktif – öngelen politikalar gütmeme) yüzünden yitiriliyor..

Dünya genelinde de rakamlar hiç iç açıcı değil.. Hindistan, Çin ise hızla iyileşiyor.

Büyük endüstriyel kazalarda 10 – 20 – 30 işçimiz telef oluyor ve Başbakan R.T. Erdoğan, 30 işçiyi yutan Zonguldak Karadon faciasında

  • “Bu mesleğin kaderinde ölüm var..” diyebiliyor!?..

Yürek yakan ve % 98’i önlenebilir olan iş kazalarını “yazgı” olarak açıklayarak
çözümün önünü daha baştan kesiyor.

“Prof.” ünvanlı İşletme uzmanı Çalışma Bakanı Ömer Dinçer, grizu patlaması ile yanarak feci biçimde ölen ve cenazeleri bile bulunamayan 30 işçimiz için
güzel öldüler” (!?!) diyerek hepimizi ve 7 sülalesini utanca boğuyor.

Onlarca işçinin iş cinayetine kurban gittiği olaylarda, adli yargıda davalar ilerlemiyor
ve gerçek sorumlular nedense bir türlü bulunamıyor!?

Türkiye’nin ve Dünyanın kapitalistlerinin
yepyeni bir küresel ahlak kodu sistematiğine gereksinimi var..
Kendiliklerinden edinecekleri de yok!
Türk ve dünya işverenlerinin ciddi matürasyon (olgunlaşma) sorunu sürüyor..
Çook yıllar önce de yazmıştık bu konuyu.
Bu devasa sorun nasıl aşılası ki??
En çok kazanç (kar maksimizasyonu) kapitalizmin tunç yasası olarak kaldıkça..
Anayasa Mahkememiz ve son günlerde atağa kalkan (?!) başkanı Haşim Kılıç,
bir bireysel başvuruda bu yasayı iptal eder mi ki??

Marking the day, an ILO report shows that while chemicals can be useful, necessary steps should be taken to prevent and control potential risks for workers, workplaces, communities and the environment.

However, governments, employers and workers continue to struggle to address controlling exposure to these chemicals in the workplace, as well as limiting emissions to the environment.

What are the main threats created by chemicals?

Chemicals pose a broad range of potential adverse effects, from health hazards such as cancers and physical hazards like flammability, to environmental hazards such as widespread contamination and toxicity to aquatic life. Many fires, explosions, and other disasters result from inadequate control of chemicals’ physical hazards.

Is progress being made for the sound management of chemicals?

Significant progress has been made concerning the regulation and management of chemicals in the field of occupational safety and health but more needs to be done. Serious incidents continue to happen and there are still negative impacts on both human health and the environment.

Workers who are directly exposed to hazardous substances should have the right to work in a safe and healthy environment and be properly informed, trained and protected.

Can we easily evaluate the impact of chemicals on workers’ health?

It is difficult to determine the extent of health effects in the workplace related to chemical exposures. Because of the complexity of assessing mixtures of chemicals, strategies to prevent harmful exposure tend to focus on individual chemical substances. This is further complicated by the fact that these substances can also be found combined with mixtures in most workplaces. They are rarely assessed or tested in the form of a mixture. Standards for individual chemicals routinely address problems with a single chemical.

Still, the reality is that there are so many chemicals to which workers may be exposed that this substance-by-substance approach will never be able to adequately protect them. Most workers are exposed to mixtures, rather than individual chemical substances, therefore the control of mixed exposures is critical for an effective protective programme. Furthermore, efforts to establish the connection between an exposure to chemicals 20 years ago and a case of cancer today have also been hampered by lack of information about the effects of chemical exposures. Record keeping on effects resulting from exposure to chemicals also needs to be improved.

What are the main recommendations included in the report?

The report calls on governments, employers, workers and their organizations to collaborate in the development and implementation of national policies and strategies aimed at the sound management of chemicals at work. These must comprehensively and simultaneously address the health, safety, and environmental aspects related to the production and use of chemicals. The idea is to maintain the benefits achieved through the production and use of chemicals while minimizing workers’ exposure as well as the emission of chemicals into the environment through national and international action.

A coherent global response is necessary to coordinate the continuous scientific and technological progress, the growth in chemicals production and changes in the organization of work. Likewise, new tools need to be developed to provide readily available information about chemical hazards and risk, and associated preventive and protective measures.

What is a chemical?
  • According to the ILO Convention on safety in the use of chemicals at work, 1990 (No. 170), the term “chemical” refers to chemical elements and compounds and their mixtures, whether natural or synthetic, such as those obtained through production processes.
  • Hazardous chemicals are classified according to the type and degree of their inherent health and physical hazards. The hazardous properties of mixtures composed of two or more chemicals are determined by assessments based on the inherent hazards of their component chemicals.
